Experience Certificate can be done from the issued country of the certificate. If the certificate is supposed to be used in the country which is the member of Hague Convention. The certificate should be certified from the Embassy of the destination country in the Certificate issued country.
If the Certificate is supposed to be used in a country which is not a member of Hague Convention then the certificate should be attested from corresponding Embassy of the country to which the certificate holder plans to go.
