We have an opening for “Section Head – Training” in one of the world’s most reputed Oil & Gas Operating Companies located in “Abu Dhabi”.
Experience: 10+ yrs
Qualification– Bachelors in Business Administration, Engineering, or Information Systems of equivalent.
- The Company develop Gas Field with the highest H2S of 23% and 10% of CO2. Company drill the wells, maintain the reservoir, and transfer the non-associated gas through gathering pipelines where the extraction operation will take place at Plant. The process products NGL, sales gas and condensate will be transferred through company pipelines and tie into Company products pipeline for further processing.
- The main areas of responsibility involve the maintenance of major rotating equipment such as Gas Turbines, gas compressors, turbo expanders, blowers, diesel prime movers, pumps, valves and fin fan coolers.
1. Basic Function and Scope:
Responsible for planning, managing and directing all administrative activities related to the development and implementation of Operations Business Line annual training plan. This includes assisting Administration Manager (Operations) in Budgeting and Planning, Tender preparation, Responses evaluation and selection, logistics arrangements, systems update, and announcements & communication with relevant parties (Company employees, organizers, OPCOs). Also, updates to the Training plan with new additions of learning resources, news, and training plans and generation of all reporting needs for different purposes.
2. Task, Duties and Accountabilities:
1) Training Needs Analysis process:
a) Plans, directs, coordinates and supervises the activities of Training & Development of assigned personnel in Operations. Performs functions and exercise financial authority at the level established by Management. Liaise with Central L& D Department for coordination of training activities.
b) Extract information from Employees annual appraisal reports and individual development plans (IDPs) and update the Training planning system accordingly.
c) Prepare analytical reports to highlight the individual training needs and history.
d) Identify new techniques on training function via websites and brochures and suggest to supervisor further studies as necessary.
e) Initiate suggestions on appropriate training courses in relation to identification of training needs.
f) Assist in the preparation of training budget plan and allocation of relevant cost elements and cost centers.
2) Development & Implementation of the Learning Plan:
a) Responsible for implementation of the Learning & Development system to capture the L&D requirements, training programs conducted, evaluation feedbacks and management reporting.
b) Compile all the data related to the approved Learning Plan of the Operations Business Line employees, sorted by categories by internal & external events. i.e., In-House, Public courses, Attachments and Conferences on the computerized training system for implementation.
c) Assist in the planning and budgeting process for the yearly learning plan.
d) Prepare the tender documents for the planned programs for submission to the different organizers.
e) Receive the organizers’ responses to the tender documents and prepares the evaluation documents.
f) Advise Employees officially and in writing to attend assigned courses in time, by issuing joining instructions. Ensure that attendees receive complete information related to the courses and conference ahead of time. Joining instruction letters are copied to E R Departments for employees’ course related allowances and payments as per company policy.
g) Check, verify and record the Invoices and payments related to accomplished courses / Service orders and allocates funds against relevant cost centers / elements and advises supervisors accordingly.
h) Respond to various enquiries from Employees & Supervisors on issues related to the planned courses.
Schedule / Plan Technical & Management in-house courses taking into consideration, public holidays, summer vacation etc
a) Participate and assist in screening and selection of training providers for the training requirements / needs with consideration of the firm reputation, experience & qualifications of training facilitators and credibility.
b) Oversee the development and execution of in-house training by Company training instructors.
c) Prepare comparative & statistical reports on previous and current courses fees, of the training providers’ quotations, to assist supervisor in the decision making & selection process.
d) Oversee and ensure that appropriate logistics for each event such as venue booking, obtainment of Security / Optima cards in time and prior to the travel to Field, arrangements for training materials, …etc.
a) Compile & update the public courses in the computerized system as per the Training Plan.
b) Coordinate and assist to shortlist Public Training courses based on requests and individual Training Needs and Training History.
c) Research the market for suitable training courses through internet, brochures and newspapers for the right courses / conferences for the employees as per the plan.
d) Receive Training Request Forms, checks necessary approvals, whether according to the plan or adhoc and proceeds with the enrolments on time after verifying budget availability.
e) Negotiate with training providers appropriate discounts.
3) Other duties:
a) Plan induction program for newly joined employees and liaise with other divisions.
b) Carry out other related duties as and when required such as participate in the development and follow-up on the Personnel Development Plan etc.
c) Process invoices for in-house & public courses, venues, refreshments, training materials and update the system to reflect the actual figures in the training budget reports.
