Instrument Engineer
Job Purpose
Supervises and implements of the instrumentation works related to all the Construction Packages in coordination with the other discipline Construction Engineers within the GSPT, Operations and Maintenance Teams. It also includes pneumatic, electronic, hydraulic, fire and gas (F&G), DCS, PLC, SCADA and telemetry systems.
Principal Accountabilities:
- Reviews the approval packages, Instrumentation Scope of Works (SOW) for possible design errors, constructability and non-compliance with the relevant codes. Review and comments on the HSE Plan and QC Plan submitted by the contractor
- Attends Pre-Tender site visits to explain Instrumentation work details to bidders
- Assists in contractor’s mobilization i.e. ensures that all new comers attend the safety related courses, participate in kick-off meetings. Assists contractors to construct their temporary yard provided by the proper utilities
- Verifies the received Instrumentation material specifications, supervise the calibration of the instruments and function check the system components
- Provides daily supervision on the contractors instrumentation works to ensure that the approved SOW is being implemented in accordance with the approved method statements, HSE procedures, and relevant standards within the approved budget and the planned construction duration.
- Coordinates with Area Authorities to plan ahead for the instrumentation works, apply for the relevant Work Permits and provide clarifications if needed
- Attends to all instrumentation site queries, issues related Site Instructions and participate in clearing instrumentation engineering queries
- Monitors site instrumentation works percentage completion and approve invoice payment installment accordingly
- Continuously review the contractors, work schedule, S curve, and manpower histogram related to instrumentation works. Discusses instrumentation modifications with the contractor and approve new revisions if needed
- Attends weekly, bi-weekly and monthly progress meetings with the contractor to monitor instrumentation works progress, achieve the required work quality and clear the contractor’s instrumentation technical problems and clarifications
- Reviews / implements the pre-commissioning procedures and control loop checks, liaises with the operations authorities to tie-in, and match, the new Instrumentation systems to the operational ones
- Liaises with the operations authorities and the different vendor representatives to prepare the commissioning procedures, contribute in Risk Assessments, Implement these procedures with minimum operations disturbances, and tune the new systems to the operational requirements. Erupted instrumentation problems are jointly cleared with the designer, the vendor and the contractor
- Applies Company work Handover Procedure in accordance with the approved guidelines. Follow up on instrumentation punch list items clearance, check and approve instrumentation as-built drawings. Ensures that adequate data are handed over to the Area Authority for further day to day operation of the system e.g. O&M manuals, spare parts lists and CMMS requirements
- Mobilizes instrumentation vendor representative and supervise the commissioning activities in coordination with the Area Authorities
- Reviews Close-out Report, Lessons Learnt presentation, and issue Contractor Performance Evaluation Report
- Prepares special studies and presentations as requested
- Guides, directs and supervises subordinates to ensure they work to their best potential and contribute effectively as a team. Works in line with HSE Policy, and ensure awareness and compliance of HSE rules and regulations by subordinates
Minimum Requirements (Knowledge, Skills & Experience)
- Bachelor Degree in Electrical Engineering discipline or equivalent
- 5-6 years of experience in Instrumentation construction works of which at least 3 years in live oil fields or petrol-chemical plants
- Possession of Valid UAE driving license is desirable
- Proficient in English
